Stephane is a
director with Deutsche Asset Management. Stephane joined the Deutsche
Asset Management in 2005 after 10 years of experience in business
development/consultant relations for Bank of Ireland Asset Management, in
institutional sales with the equity derivatives group at BNP Paribas and
in corporate treasury for Republic National Bank of New York. Stephane
has a bachelor of commerce degree from McGill University and is a

Don Bisch is editor of Benefits Canada magazine. He
joined the Rogers Publishing Healthcare and Financial Services Group in
April 2000 and led the editorial team at Canadian Healthcare Manager
magazine for four years before joining Benefits Canada. Don is a winner
of the Kenneth R. Wilson Award for editorial writing. He holds a Masters
of Journalism degree from Carleton University and a Bachelor of Arts

Gerald is chief investments officer with the City of
Hamilton. In his current role, Gerald is responsible for $340 million in

Guy Choinière
Guy is
currently vice-president of projects with P3 Quebec. His role is to
supervise project developments, many of them in the health sector, while
remaining for six months with the Health Ministry team to finish ongoing
projects. He has worked at Bombardier Transport on various projects
related to public transportation and was a consultant for eight years on
infrastructure projects in the energy, transportation and waste
management sectors. In 1988, he was responsible for the financing of the
Ankara metro in Turkey with SNC-Lavalin. Back to top
Errico Cocchi
Errico is an investment manager for the City of
Montreal Pension Fund. His responsibilities include asset mix decisions,
manager selection and monitoring, performance attribution and pension
governance. Prior to joining the City of Montreal, Errico worked for a
large Canadian pension consulting firm as an investment consultant.

Jake De Leon
As the principal, pension fund, and a member of the Pension
Fund Investment Committee at the Bank of Canada, Jake has responsibility
for all investment-related activities in the pension fund, including
strategic policy implementation, tactical asset allocation and
manager monitoring. Previously, he was a senior trader/analyst in the
group managing the Government of Canada's foreign currency reserves.
He has a bachelor of commerce degree in economics and a
master's degree in economics from Concordia University. He also

Serra Erdogmus
Serra is specialist,
Private Assets for the Canadian Medical Protective Association (CMPA).
Her responsibilities include determining the commitment levels to
different private asset classes, implementing the private equity and
alternative asset class policies set by the Investment Committee,
selection and monitoring of the fund managers, and making co-investments.
The current portfolio of private assets includes investments in private
equity, infrastructure, mezzanine and bridge financing. Serra is a CFA
charter-holder and has a master’s degree of business administration

Dan is a

Dan’s practice is devoted to acting as a “legal counsel"
resource for many entrepreneurial clients. His expertise includes
commercial financing, asset and share acquisitions and divestitures,
corporate reorganizations, commercial leasing and development, contract
law, and general business and corporate law. Dan has worked on the

Felicity Gates
Felicity is managing
director at Deutsche Bank and is chief investment officer of RREEF
Infrastructure. Felicity has
been responsible for managing infrastructure investment portfolios and
the infrastructure investment team within Deutsche Asset Management since
the team was acquired in Australia in 1997 from the New South Wales state
government pension fund. Felicity has 11 years direct infrastructure investment
experience on behalf of major pension funds, including key roles on
landmark transactions such as the privatizations of Melbourne Airport and
United Energy. Felicity graduated from the University of

Jean
is publisher at Rogers Publishing. He is responsible for all French

In this role, Peter is responsible for developing and coordinating RREEF’s global real estate and infrastructure
market research. Peter is a member of the RREEF global management team,

Edward Lustig
Edward is
director of the People Mover Project with the City of Niagara Falls. Ed joined
the Legal Department of the City of Niagara Falls in April of 1975 and
worked as City Solicitor until June of 1990. In June of 1990, the Niagara
Falls City Council appointed Ed as chief administrative officer with
responsibility for the overall management of all departments of the City.
During his tenure as chief administrative officer, Niagara Falls
experienced its greatest period of growth and development. In February of
2002, the City of Niagara Falls together with the Niagara Parks
Commission, Ontario Lottery and Gaming Corporation and Falls Management
Company engaged Ed to direct the development of a proposed new
transportation system to link the various attractions within Niagara
Falls and the Niagara Parks Queen Victoria Park. Back to top
Claude Macorin
Claude is managing director of Investments at the University of Guelph, Office of Investment Management where he is
responsible for all aspects the University’s Pension and Endowment
investments. Prior to joining the University of Guelph,
Claude was a portfolio manager at McGill University and spent several
years as a manager and senior analyst at Canadian Bond Rating Service.

Grant
joined Partnerships B.C. in May, 2002 and has been vice-president, Policy
and Practices since March, 2004. He has both policy and project
responsibilities in the delivery of public private
partnerships. Grant manages Partnerships B.C.’s Centre of
Expertise, ensuring best practices in partnerships development and
procurement are applied to all projects. Grant
has significant public sector experience in capital and
infrastructure budgeting, policy, and procurement. His track record
includes successful management
of a number of major government capital-related policy initiatives. Grant
holds a bachelor of science degree in economics from the University of

Tony Mastandrea
As senior vice-president for Lazard Asset Management, Tony has
responsibility for institutional investment sales, servicing and
relationship management. Prior to joining Lazard in the spring of 2006,
Tony was instrumental in the establishment of the institutional division
of Trimark and later INVESCO in Eastern Canada
as well as parts of Western Canada. Before that, he worked for over 10
years in the promotion and servicing of pension and investment services
of major Canadian insurance companies. Tony is a graduate of the

Gayle is manager, debt and
investments with the City of Regina. In this capacity, she
oversees the investments of the City’s pension and benefit plans as
well as the City’s corporate assets. Gayle has a bachelor of

John McKendrick
As
the senior vice president, Project Delivery, John is responsible for the
strategic planning, development, financing and procurement of major
public infrastructure projects. John brings to Infrastructure Ontario
over 17 years of experience in the Provincial government. During that
time, he gained expertise in finance and infrastructure project
development and delivery. Most recently he was an assistant deputy
minister in the Ministry of Public Infrastructure Renewal. He has also
served as the director of the Corporate Finance Branch at the Ontario
Financing Authority. John has been involved in the financing of
a number of infrastructure projects across various sectors, including
hospitals, school boards, universities and crown agencies, as well as

Brad McLellan
Brad is a partner at
WeirFoulds LLP. Brad
is a co-chair of the firm's Infrastructure and Public Projects Practice
Group and the Chair of the Commercial Real Estate Practice Group. Brad
has acted for numerous public sector clients in the development of
significant infrastructure and other public projects. Projects include
rapid transit, a people mover system, sports and entertainment centres and a mixed use downtown redevelopment. He
has written extensively in the areas of infrastructure and public
projects, real estate law, mortgage law, condominium law, and
environmental issues in the purchase, sale and mortgaging of real estate.
Brad has taught the Real Estate Transactions course at the University of
Toronto Law School for many years. He has also taught in the part-time

Lisa Moen
Lisa
is the investment coordinator with the Saskatchewan Healthcare
Employees’ Pension Plan (SHEPP). SHEPP is a defined benefit pension
plan with 40,000 active members and approximately $2.6 billion dollars in
assets. She is responsible for the investment management of the fund.
Prior to joining SHEPP she worked in the investment area at the City of
Regina. She completed her bachelor and bachelor administration degrees at

Josée is manager, Investment
Portfolio for the Canadian Medical Protective Association (CMPA). She has
been with the CMPA for over six years and in her current role is a key resource in the provision
of tactical support and strategic guidance to members of the Investment
Committee, in matters relating to portfolio design and asset & risk
management. She is responsible for the effective and efficient management
of the day-to-day activities of the investment
section, which is tasked with maximizing the overall net return on
investment, within the risk parameters set out in the current Statement
of Investment Policies and Goals. Josée is a CFA charter holder and a

Jeff is the president and chief executive officer of the
Teachers’ Retirement Allowances Fund (Manitoba). Prior to joining

career as a securities lawyer and partner with a large Winnipeg-based law

Blair Richards is the chief executive officer of the Halifax Port ILA/HEA.

Neil Rodgers
Neil is president
of the Urban Development Institute of Ontario. He joined UDI in 1999 as its
director of policy and was asked to lead the organization as its
president in September, 2000. For the past six years, Neil has led the
initiatives of UDI/Canada before the Federal government on the need to
invest in urban inter-regional transit and infrastructure. He has worked
in the public sector, in private and publicly listed real estate
companies within Ontario, Florida and British Columbia. Neil is a
graduate of the University of Western Ontario’s School of Urban and

Ian Smith
Ian is a

specializing in infrastructure securities. Prior to joining Lazard in

officer and director of a listed cross-border real estate investment
trust. His previous employers include McKinsey, Shell and the State
Electricity Commission of Victoria. Ian holds degrees in engineering
(bachelor of engineering degree and a master’s of engineering

Fern Tardif
Fern has been the full-time chairman and
trustee on the Board of Trustees for the International Brotherhood of
Electrical Workers, Local 625’s Health and Welfare and Pension
Trust Funds in mainland Nova Scotia since 2002. Fern is also the chairman
and trustee on the Board of Trustees for I.B.E.W. Local 625’s
Joint Apprenticeship and Training Trust Funds. His responsibility is to
oversee the operations of the Trust Funds, and act as the liaison
person between the Board of Trustees and the many companies who work for
the Boards. Prior to this, from 1978 to 2002, Fern was business
manager/financial secretary for I.B.E.W. 625 and a trustee on the

Tony has been

currencies and commodities for the TELUS Corporation Pension Plan after

Terri is chief executive officer of the HRM Pension Plan, a
multi-employer pension plan. As chief executive officer, Terri is
responsible for all aspects of the plan including governance, risk
management, member service, pension administration and investments. Terri

of PIAC, chair of PIAC’s

Paul Williams
Paul is vice-president, Healthcare and Financial
Services Group, Rogers Publishing. He joined Maclean
Hunter Publishing in 1989 as editor of Benefits Canada. He is a former editor of the Canadian Investment Review. In
1995 he was appointed publisher of Benefits
Canada. He now heads Rogers’ financial media group. Paul sits
on the National Board of the Canadian Pension and Benefits Institute and
